Article 9:  Delivery of Bailout

Owners agrees the followings condition means successfully delivery:

(1) Deliver face-to-face, and sign by the Owner

(2) Mail according to the mailing address provided by the Owner

(3) Deliver into the mailbox or apartment.

If delivered by method (2), registered mail is needed. If delivered by method 93), two or more Owners, or Residents’ Committee members need to be at present, and put notice in the property management area.

Bailout needs to be sent to all Owners

Article 10: Owners’ General Meeting

Bailout box: Bailout box will be installed at the property area. Owners need to put bailout into the box. Owner’s Committee or other authorized party count and post the result.

For delivered bailout, if Owner does not return bailout, or do not give AGREE, DISAGREE or ABSTAIN, the bailout will be counted as “AGREE”

Article 15: Delegation

Owner can send delegate to participate the Owner’s General Meeting

(1) Owner can delegate another owner to vote.

Just in case you care, I tranlsated the Article 10 of the Property Owners General Meeting. As you can see, if the owner does not participate in vote, their bailout will be counted as “AGREE”. That is the reason we need to reach out to as many owners as possible.

Article 10 is the reason why the current property management company can pass whatever resolution they want, like renew their own contract, even though majority of the property owners who cares DISAGREE. Simplely because, there are too many “silent bailout”, which are counted as AGREE. And that is why the service quality continue to decline. I apologize for taking your time if you are not interested.
